New! Identifying future programming use and remodel options for Aspen’s historic community asset. The Armory Reimagined: Respecting history, shaping the future. Join us Oct. 4th for an open house, guided tours, live music and more!As part of the process to redevelop Armory Hall, city staff has met with Aspen City Council seven times over the past year, with the most recent work session held on June 5, 2023. Council came to general agreement that most of the building should be a community use, with reference to the top results of community outreach that provided more specificity: causal dining, community center, multi-purpose space, non-profit services, and lower price point retail.Council directed staff to proceed with the design process on the Armory so that a condensed timeline can be implemented. City staff and consultants in the summer and fall of 2023 are conducting a “test fit,” which is part of concept planning to determine how much square footage is necessary for different types of uses.Concepts and floor plans are expected to be presented at an open house held at the Armory on Wednesday, Oct. 4, 2023, from 4 p.m. to 7 p.m. The public is invited to gather at this space, formerly known as City Hall, to review preliminary concepts, ask questions of the design team, and provide input. Guided tours through the building will provide history and an up-close perspective of the building’s potential and its constraints. There also will be live music and catered food. The City welcomes all who are interested in helping create a community gathering hub.The project’s current direction is based on extensive public outreach and community engagement, which included two online questionnaires, an open house, two focus group meetings and surveys. Staff heard overwhelmingly that the community needs a place to gather, that the Armory should be the heart of town, a community living room with the ability to eat, experience entertainment, shop or just hang out. The remodel is estimated to cost $18-$23 million.Project OverviewThe City of Aspen is currently updating its long-term plan for Armory Hall (The Armory), located at 130 South Galena Street. For many decades, the Armory served as Aspen’s City Hall, though many departments recently relocated to the new city hall facility at 427 Rio Grande Place. Through fall/winter 2022, the facility will continue to house some remaining City departments alongside the Pitkin County courts per an intergovernmental agreement while their facilities remodel occurs. As the City of Aspen organization prepares for the next phase of the Armory’s history, we would like to discuss the future possibilities for the building’s programming use and remodel options, as well as the strategies necessary to achieve proposed goals.Project Information: The Armory sits on a 6,000 sq. ft. lot in Aspen’s downtown Commercial Core Historic District, adjacent to Conner Park. It is located within the Public zone district and is designated as a historic resource. The City has earmarked funding for the remodel of the Armory, however, decisions on future programming and the extent of the property’s remodel will affect the timeline and associated project costs.The City recognizes the importance of community use as an element of future programming and remodel options. In 2015, the city initiated an advisory ballot question to gauge the electorate’s preference for the Armory site as a future community use or city offices; the community use narrowly passed. Once again in 2018, the election cycle included a ballot question presenting two locations for a new city hall; the results confirmed a preference for the Rio Grande/Galena Plaza site with a 57 to 43 percent margin.

The city has organized a series of community engagement opportunities designed to inform, educate, and seek input from our valued residents.</div><div class="OutlineElement Ltr SCXW256356529 BCX0">The proposed location of this project lies in the Thomas parcel of the Marolt / Thomas Open Space. The City of Aspen and its partners manage a parking and transportation system that helps us&mdash;Aspen&rsquo;s residents, workforce, and visitors&mdash;get where we need to go. Beyond that objective, this system can help us reach our big and bold goals when employed correctly, from reducing traffic congestion, to improving air quality, to making our community healthier, happier, and more sustainable. Today, in service to our goals as a city and as a community, we&rsquo;re taking an in-depth look at how our parking and transportation options, policies and practices can better support our continued excellence and innovation in mobility, community building and health, climate resiliency, and address global and local changes in how we get around. This initiative is known as the Comprehensive Parking and Transportation Plan, or simply &#39;Aspen Gets Us There. Frequently Asked QuestionsWhy are we planning for parking and transportation together?The City of Aspen considers parking and transportation to be two sides of the same coin, and the management of these systems is closely interrelated. For example, when transit systems are weak&mdash;like when there is limited bus frequency, few route options, or costs are too high&mdash;more people need to drive to their destinations, putting more pressure on parking facilities to meet demand. Conversely, when parking management is weak&mdash;like when costs are too low, or when there is too much available parking at every destination&mdash;it can encourage driving, leading to excessive vehicle congestion, decreased safety and harmful emissions. Thinking about these two systems comprehensively is not only generally understood as a best practice&mdash;it will also help us avoid the unintended consequences that happen when we place too much emphasis on one over the other, and will help us improve all the ways that the Aspen community gets around. How is this different from other conversations we&rsquo;ve already had about parking and transportation?The City and regional partners like the Roaring Fork Transportation Authority have created other plans to advance our transportation options in recent years, like the Short-Range Transit/TDM Plan and RFTA Destination 2040. Additionally, the City has made regular updates to the parking system, like rate and policy changes. Now, the City has strategically chosen to consider parking and transportation together to maximize improvements for all Aspen community members regardless of what transportation choices they use, and to advance the City&rsquo;s goals for climate action, reducing traffic congestion, supporting strong and healthy communities, and improving Aspen&rsquo;s long-term sustainability. What specific community goals will the Aspen Gets Us There project help advance? With the Aspen Gets Us There project, the City acknowledges that we&rsquo;ve set big, important goals as a community, and we need to take action to achieve them. Park Avenue - Safety & Connectivity

Project Overview:The City of Aspen, Colorado (Aspen) hereby files its Notice of Intent (NOI) to file an application to continue to operate Maroon Creek Hydroelectric Project, FERC Project No. 10441, under a subsequent license for a minor water power project (&sect;4.60) or under a small hydroelectric power project exemption from licensing (&sect;4.101). Aspen understands, and will emphasize to stakeholders during pre-filing consultation, that the &ldquo;exemption&rdquo; is, in fact, an authorization from FERC and requires compliance with not only the terms and conditions of the authorization, but the continued oversight from FERC to comply with other applicable federal laws and regulations, including, for example, the Endangered Species Act and the National Historic Preservation Act. Aspen intends to use the Traditional Licensing Process and the pre-filing consultation with stakeholders to evaluate both options for subsequent authorization.Project Background:The Maroon Creek Hydroelectric Project has been in operation since 1988 under a license from FERC. The existing license expires in 2028, and as required by regulation, Aspen must submit a Notice of Intent to FERC to continue plant operations. The notice is required five years in advance of the license expiration date. The project has served as a key element in Aspen&rsquo;s portfolio of local energy sources, and along with other local hydroelectric generation, allowed Aspen to become one of the first three electric utilities in the nation to achieve delivery of 100% renewable energy to its&rsquo; electric customers. The characteristic availability of hydroelectric energy allows scheduling to be accomplished on a predictable basis. Balancing supply and demand was an important consideration in Aspen&rsquo;s selection of a strategy to make newer renewable energy sources, such as wind, more reliable. The balanced mix of energy types enabled Aspen to reach its&rsquo; goal of 100% renewable energy beginning in 2014. The newer sources added by Aspen were intermittent in nature and presented difficulty in scheduling to precisely match customer demands. Currently at a national level, there is a similar emphasis in facilitating the switch from fossil fuel energy sources to renewable sources such as wind and solar in order to reach climate related goals. The switch at a national level presents similar challenges in balancing energy supply with demand and must be accomplished on a strict timetable.A high percentage of the nation&rsquo;s hydroelectric generation capacity is aging and many permits will expire in the next decade. Ensuring continued generation of power from the existing national hydropower fleet over the long term requires reinvestment as these plants age. As with the strategy selected locally, matching these requirements will require the continued availability of a reliable base load source such as hydroelectric power. Recognizing the challenge of financing the needed improvements, Congress passed amendments to the Federal Energy Policy Act of 2005 as part of the Inflation Reduction Act. Those amendments provide for substantial financial benefits for maintaining and increasing power generation at existing dams. Expansion of the generating capacity at Maroon Creek and other hydroelectric power sources owned by the City of Aspen is anticipated to qualify for this federal assistance. Aspen proposes to study the addition of increased generation at the Maroon Creek facility. This project alternative is known as the Maroon Creek Micro Hydro proposal. This is a limited action which proposes to subdivide the southern-most portion of the project site from the larger, adjacent fathering parcel - an action that has been anticipated since the Bar-X Pre-Annexation Agreement nearly 20 years ago. Much like the annexation of the Lumberyard and the annexation of the Aspen Mini Storage property, both which have previously been completed, this action will approve no development and is intended only to prepare the southern-most portion of the Lumberyard project site for the Lumberyard development application, which is being handled as a separate action of its own.

Project development status The site plan and design for the Burlingame Early Childhood Education Center, which was developed with community input directed by a volunteer-based design advisory group representing stakeholder interests, and approved by Aspen City Council, is moving into the land use application phase.The proposed multi-family housing on the two existing single-family residential lots was not advanced and remains available for future residential development. Gaining land use approvals for the childcare center will memorialize the site plan and design features associated with the building, such as its size and architecture if it is to be constructed in the future. A land-use application is anticipated to be submitted at the end of summer 2023.A final design, which incorporates the results of a traffic analysis, parking layout and a trail reroute, will be presented at two open houses on July 19, 2023.July 19 open house and gathering Please attend one of the community gathering and project update sessions on Wednesday, July 19, 12-1:30 p.m. at City Hall, or 5-7 p.m. at the Burlingame Commons Building. The format of the open house will include display boards of the project&rsquo;s history and proposed design, sign-ups for project updates, and collection of additional feedback. Refreshments will be provided, and a kid&rsquo;s activity and snack station will be available.The design team and City staff will be present to discuss the project, address questions and receive comments.Project summary The City of Aspen is developing a project on vacant City-owned property within the Burlingame Subdivision/Planned Development at the intersection of Harmony Road and newly extended Paepcke Drive.
